Building on previous study results, this report (below) focuses on how communications about the Child Development and Care (CDC) Scholarship Program to participants and the ways those materials influence the administrative burden experiences of the participants, with additional perspectives from the program eligibility specialists.

The research team collected data from a mix of primary and secondary data, in addition to a literature review, to build a picture of how communication can increase administrative burden costs, like stress from worries about scholarship renewal and payment.

In addition, the report looks at how providers and parents act to reduce their administrative burden and the effect of administrative burden on participation in this program.
