Tracy Swinburn
Tracy Swinburn is an analyst and researcher with over 20 years of experience in a variety of policy sectors including economic development, public health, workforce development, and transport. An economist by training, she combines rigorous quantitative and qualitative approaches with clear, accessible communication and visualizations.
Experienced in the nonprofit, public, private and academic sectors, she enjoys work that crosses these boundaries for enhanced collaboration and understanding of the policy question at hand. Her work includes managing complex research approaches with diverse stakeholder teams and developing methods for insight into hard-to-quantify questions.
Her analytics experience includes cost benefit assessments, program evaluations, impact assessments, and qualitative research. Tracy directed the University of Michigan Risk Science Center, devoted to improving analyses and understanding of complex public health risk, including work on the Flint lead water crisis. Also, at the University of Michigan, she managed the Center for Value-Based Insurance Design (V-BID), championing health care reform rooted in efficiencies through low-cost or free preventive and high-value services (such as free cancer screenings and blood pressure medications). She worked in the United Kingdom for Colin Buchanan, an economic development and transport evaluation consultancy, and as an economist at the United Kingdom’s Institute for Public Policy Research (IPPR). Previously, she worked at the Brookings Metropolitan Policy Center and the Committee for Economic Development in Washington, DC.
Education
Ms. Swinburn completed an MS in local economic development at the London School of Economics and a BA in economics and business administration at Rhodes College.
Also Notable
Ms. Swinburn’s graduate research on the economic development impacts of Olympic Games was highlighted in the UK and she became an advisor to the United Kingdom Government in preparation for the London 2012 Olympics. She taught economic development policy and evaluation at the University of Michigan, Dearborn.
