Mr. Burroughs is a skilled researcher and project manager with expertise in program evaluation, strategic planning, qualitative and quantitative data analysis, and reporting.
He has extensive experience facilitating and evaluating system changes to improve outcomes in the areas of criminal and juvenile justice, philanthropy, and diversity and equity.
Mr. Burroughs has designed and led numerous research and evaluation projects for PPA. His work has included rigorous program evaluations, benchmarking analysis, and technical assistance to build evaluation capacity and support the implementation of evidence-based practices. Prior to joining PPA, Mr. Burroughs was associate director at the Michigan Council on Crime and Delinquency, where he led agency projects aimed at improving policies and practices within the criminal justice system.
As a careful observer and creative problem-solver, Mr. Burroughs is adept at providing clients with the actionable insights and support needed to advance their goals.
Mr. Burroughs received his master of social work from the University of Michigan and his bachelor of science in social work from Xavier University.
Mr. Burroughs is a member of the American Evaluation Association and the Michigan Association for Evaluation.
