Rebecca Cienki

Rebecca Cienki is a health policy and systems transformation leader with more than two decades of experience advancing behavioral health, public health, and community health initiatives across Michigan. She specializes in helping organizations navigate complex policy environments, strengthen care delivery systems, and implement evidence‑based strategies that improve access, quality, and equity.

Ms. Cienki brings deep expertise in behavioral health integration and Medicaid policy, with particular experience in mental health and substance use disorder systems. At the Michigan Health Endowment Fund, she led statewide initiatives that strengthened integrated care models, expanded access to behavioral health services, and supported innovative approaches to improving outcomes for children and adults with complex needs. Her work included analyses of behavioral health access, telehealth utilization, and care coordination strategies that informed state and national policy discussions.

She also contributed to statewide efforts to address the opioid epidemic, collaborating with partners across sectors to expand evidence‑based treatment and reduce barriers to care. Her leadership supported initiatives aligned with Michigan’s “no wrong door” approach to opioid use disorder treatment, emphasizing timely access, coordinated response, and community‑based solutions.

Earlier in her career, Ms. Cienki served as Chief Operating Officer at the Michigan Primary Care Association, where she led statewide growth strategies for Community Health Centers, secured major federal and philanthropic investments, and advanced policy initiatives such as advancement of health home models. She is known for her ability to translate complex issues into actionable strategies and to build strong partnerships across sectors.

Education

She holds a Master of Public Health in Health Management and Policy from the University of Michigan and is a Certified Association Executive.
