Julie Hales-Smith

Julie Hales-Smith retired from the Michigan State Housing Development Authority (MSHDA) in 2010 and is now the principal of North Coast Community Consultants (NC3). Her firm has been fortunate enough to be invited to work on a wide variety of projects including grant writing for Wayne County in collaboration with the Wayne County Sheriff’s department;  strategic planning and coordination for several statewide coalitions; strategic planning for various housing and community economic development nonprofits; facilitator for Rural Partners of Michigan Community Assessment Program; facilitator for  Council of Michigan Foundations Rural Economic Development Cohort program; and more.

While at MSHDA, Mrs. Hales-Smith first acted as the Homeless Coordinator for the Authority, and then manager of several neighborhood and downtown revitalization programs. The final years were spent on special projects including the Cities of Promise Program and Cool Cities, where she helped develop the overall models for the programs, as well as the evaluation and reporting.

Before MSHDA, Mrs. Hales-Smith worked at the Michigan State University’s Cooperative Extension Service (MSU CES) as an evaluation and reporting specialist in Agriculture and Marketing,

Education

Ms. Hales-Smith earned both her Bachelor’s and Master’s degrees from Michigan State University in Human Ecology with an emphasis in Program Evaluation and Labor Industrial Relations.
