Anna Fischer

About

Anna Fischer, Director for Healthy Communities, has extensive experience in public policy development, research, and evaluation. She focuses on food systems and anti-hunger policy and has additional experience in health care, immigration, education, workforce development, and criminal justice. Ms. Fischer’s skills include both quantitative and qualitative research methods. She has also received training on implicit bias and brings an equity lens to her work. Her work contributes to PPA’s 35-year history of providing “Better Public Policy for a Better World.”

Prior to joining PPA, Ms. Fischer worked as a nutrition policy advocate in California, where she played a key role in the development and passage of state legislation that increased access to school meals for over 650,000 students with low income.

Ms. Fischer is dedicated to community and public service. She was appointed to the Environmental Commission of Meridian Township in 2021 and served for over three years, most recently as vice chair. She was a founding Board member of the Eastside Lansing Food Co-Op (ELFCO), a market for local foods and small farm products. Ms. Fischer also served on the Council for the Michigan Good Food Charter, a roadmap for Michigan’s food system that is rooted in local communities and centered on good food.

Education

Ms. Fischer Anna earned a master’s degrees in public policy and in geographic information science and technology from the University of Southern California. She was a 2025 fellow in the highly competitive Michigan Political Leadership Program at Michigan State University.

She is a member of the Michigan Association for Evaluation (MAE) and the Nutrition Obesity Policy Research and Evaluation Network (NOPREN) Food Security Working Group. She has also published peer-reviewed articles on language access and communication in health care.

Additionally, Ms. Fischer is an avid gardener, cyclist, and outdoor enthusiast.
