Robert Kleine is one of Michigan’s leading experts on state and local tax and finance policy. He served as Michigan’s state treasurer from 2006 to 2011. He is part of the research team of Public Policy Associates’ Center for Local Solutions.
Mr. Kleine has extensive experience analyzing and shaping a multitude of public policy issues, including state and local government budgets, economic forecasting, tax policy analysis, and school organization and finance.
He served as director of the Michigan Treasury Department’s Office of Revenue and Tax Analysis, and was vice president and senior economist at Public Sector Consultants. He also served as the interim director of the MSU Center for Local Government Finance and Policy from September 2016 to June 2018.
