Public Policy Associates Names New Chief Strategy Officer

Public Policy Associates (PPA) has promoted nationally-regarded public policy consultant Dr. Daniel J. Quinn, from education policy director to Chief Strategy Officer in the Michigan-based public policy research and consulting firm, which focuses on education, workforce development, criminal and juvenile justice and healthy communities. An advisor to national, state and local policymakers, Quinn specializes in education policy, often collaborating with leaders from business, nonprofits and academic institutions. 

Quinn joined PPA in 2018 and in 2020 became PPA’s Director for Education Policy. He currently manages multiple policy-related projects, across both talent and economic policy areas, for PPA’s public sector, nonprofit, philanthropy and corporate clients. In his new role, he will engage with PPA partners and boost the firm’s presence in Michigan and in Metro Detroit. He is the former director of the Great Lakes Center for Education Research and Practice, where he oversaw a nationally-recognized policy research agenda. 

“PPA’s strength in education policy is due in large part to Dan Quinn’s deep background and expertise,” says PPA’s CEO Rob Fowler. “His expanded role will enhance PPA’s service to clients in every sector.”

In 2021, Quinn was selected for the Michigan Political Leadership Program (MPLP), a bipartisan public policy and leadership training program in Michigan. MPLP identifies Michigan individuals committed to community service to engage in a public policy and leadership curriculum.

Appointed by Gov. Gretchen Whitmer in 2019, he served on Michigan’s A-F Peer Review Panel. He was also an adjunct professor at Oakland University and the University of Louisville.

A classroom teacher for more than 20 years, Quinn serves on the board of directors for the Mid-Western Educational Research Association and the Galileo Institute for Teacher Leadership at Oakland University.  He is a member of the Michigan Association for Evaluation. Quinn earned a Ph.D. in educational leadership from Oakland University, a master’s degree in educational leadership from Saginaw Valley State University and a bachelor’s degree in social science from Bowling Green State University. His academic work has been presented at multiple conferences nationwide and he’s been published numerous times in academic and professional journals.
