PPA project manager Daniel J. Quinn, Ph.D., was published in the current issue of the Education Leadership Review of Doctoral Research. The journal, a publication of the International Council of Professors of Educational Leadership (ICPEL), incorporates the work of recent doctoral graduates in the field of educational and organizational leadership. Dr. Quinn’s dissertation committee chair, Dr. C. Suzanne Klein, an associate professor of educational leadership at Oakland University, is the co-author.

In Pay-for-Performance in Three Michigan School Districts: Lessons for Decision Makers, Dr. Quinn investigates initiatives related to performance pay for teachers after Race to the Top. The data were drawn from interviews with school district leaders, collective bargaining agreements, and state policy documents.

Dr. Quinn states, “The work highlights that the implementation of teacher compensation reform presents a complex, complicated, and thought-provoking enterprise for district leaders. The findings point toward successful actions taken by district leaders that warrant further exploration and consideration.”

He recommends broadening the discussion regarding teacher compensation reform beyond simply paying teachers stipends for their annual performance on their evaluations. The paper provides new insight into how local district leaders make decisions in a complex policy environment.
