Dr. Burroughs was co-author of a report about the substitute teacher shortage, which was funded by the Michigan Applied Public Policy Research grant program and the Institute for Public Policy and Social Research at Michigan State University, where he is also affiliated.
In a survey of school administrators, researchers found that nearly two-thirds said they were unable to find sufficient substitute teachers multiple times a week.
