New Public Policy Associates research will help Pasadena, California leaders develop a plan for reducing homelessness.
PPA worked with CityWise, which is leading a community-planning process for Pasadena to develop a Homelessness Plan for the city. The PPA and CityWise team presented the findings from the community engagement and gaps analysis part of the process in a Community Engagement and Gaps Analysis Summary Report. The report provides important information for the Pasadena Continuum of Care, a consortium of more than 50 public and private agencies providing supportive services and resources to people experiencing homelessness.
To produce the report, PPA researchers spoke directly with around 60 people with lived experience of homelessness during 8 focus groups and conducted interviews with neighboring Continuums of Care as well as cross-sector partners in the education, health care, and justice systems. The report also draws upon input from a community-wide survey and listening sessions, and analysis of quantitative data.
PPA’s work will help the Pasadena Continuum of Care continue to implement evidence-based strategies to make homelessness rare, brief, and non-recurring. The focus areas for the report were: equity and respect, emergency support systems, pathways to permanent housing, inflows to homelessness, and systemwide planning.
PPA has extensive experience supporting efforts to prevent and reduce homelessness, including recent work with the Michigan State Housing Development Authority to develop Michigan’s first statewide housing plan.
