Access to quality child care for families is affected by state child care subsidy policies and how states run their subsidy programs. This issue brief benchmarks Michigan against other states on four Child Development and Care (CDC) program aspects: (1) income eligibility, (2) renewal, (3) funding, and (4) provider payment rates. The findings in the issue brief are a part of grant-funded work awarded to PPA from the U.S. Department of Health and Human Services/Administration for Children and Families to conduct research on CDC program policy changes in Michigan.
