Maddie Thomas brings a wealth of experience in talent development and education to Public Policy Associates (PPA). Before joining PPA, she was a Talent Initiatives Specialist for MichAuto at the Detroit Regional Chamber, where she served as a valuable member of the Talent and Education teams.
At the Chamber, Ms. Thomas played a crucial role in supporting the region’s workforce development initiatives. She assisted with mobility projects and coordinated various activities related to talent partnerships to support the mobility industry. In this role, she collaborated closely with key stakeholders, including businesses and educators, to address critical talent shortages and ensure a skilled workforce for the future.
Before the Chamber, Ms. Thomas interned with Gov. Gretchen Whitmer’s Executive Office, U.S. Sen. Gary Peters’ Detroit Office, and several members of the Michigan House of Representatives.
Her work encompassed a wide range of activities, including:
- Developing and implementing programs to attract and retain top talent.
- Strengthening partnerships between education and industry.
- Advancing policies and practices that support workforce development.
Her experience working with MichAuto, an association that promotes Michigan’s automotive, mobility, and technology industry, provided her with valuable insights into the challenges and opportunities facing Michigan businesses.

At PPA, Ms. Thomas will work directly with PPA’s clients and coalitions, conduct research, analyze data, and draft policy documents on a variety of issues, such as talent and education, community and economic development, healthy communities, and justice policy. PPA’s policy-related work informs decisions and helps advocates advance policy solutions by engaging with stakeholders, preparing presentations, and tracking legislative developments.
Thomas earned her master’s degree in education policy from the Harvard Graduate School of Education and her bachelor’s degree in political science from Central Michigan University.
