Public Policy Associates Project Manager Daniel J. Quinn, Ph.D., has been appointed to Michigan’s A-F Peer Review Panel by Gov. Gretchen Whitmer.

The A-F Peer Review Panel will examine Michigan’s proposed system for determining letter grades and rankings supplied by the Michigan Department of Education. The panel will submit its findings to the Department of Education and to state House and Senate committees with jurisdiction over education legislation.

Dr. Quinn has educational expertise from a multitude of perspectives. He has experience coordinating qualitative and quantitative research in collaboration with academics, policymakers, and local leaders. For instance, he led PPA’s Student Voice project, which gathered input from Michigan students of color and transferred the learning to administrator and teacher professional development, and facilitated listening sessions about the state’s social studies standards.

Before joining PPA, Dr. Quinn was executive director for the Great Lakes Center for Education Research and Practice, overseeing a nationally recognized research agenda. He also taught secondary-level social studies for 19 years and holds a doctorate in educational leadership.
