Master of public administration degree with a focus on nonprofit leadership and administration from Western Michigan University. Bachelor’s degree in philosophy from Michigan State University. David McConnell is a project manager at Public Policy Associates, Inc. He has 12 years of experience researching and evaluating workforce development policies and programs, sector-based strategies, public-private partnerships, education policy, small business and entrepreneurship markets, and human service programs.
His work has included evaluations of two Workforce Innovation Fund Round One grants; an evaluation of the U.S. Department of Labor WIRED Initiative (Generations II and III); facilitation of several statewide workgroups focused on ending homelessness and increasing multifamily affordable housing development; providing technical assistance to workforce investment boards, education and training providers, and consumers registering with Michigan’s Eligible Training Provider List; developing outcome measures and indicators for the Capital Area Mentoring Partnership; an evaluation of the Michigan Benefits Access Initiative for the Michigan Association of United Ways; an evaluation of Supplemental Education Services in the State of Michigan; assisting in the creation of a consumer guide to green jobs for the U.S. Department of Labor Women’s Bureau; conducting market research for the Small Business Association of Michigan; a study of Michigan’s Regional Skills Alliances; and an evaluation of the Lifelong Learning Account Demonstration project funded by the Ford Foundation.
Mr. McConnell’s current work includes implementation and impact evaluations of four Workforce Innovation Fund Round Two and Three grants, an evaluation of a National Science Foundation grantee, and a Trade Adjustment Assistance and Community College Career Training grant.
