With a team of partners, PPA worked closely with the County executive leadership team and the department heads to set a new vision and mission, lay out core values, and establish goals to guide their work. PPA also conducted a survey of County employees to gather their views on the strategic plan elements. In addition, the PPA team defined key performance indicators with select departments to define “Turn the Curve” action plans that support performance management. The planning process was informed by public research at two stages: at the outset of the project to gather public input to inform goal-setting and community indicators and near the close to inform plan dissemination.
