The Child and Family Charities (CFC) Family Matters! Project is designed to provide an array of substance abuse and mental health treatment services and support to youth and families impacted by opioids and other substance use disorders. The CFC received funding from the U.S. Department of Justice, Office of Justice Programs (OJP) to implement the Family Matters! Project. PPA’s evaluation focuses on the degree to which CFC is successful in engaging and delivering services to the target population, as well as the outcomes and impacts of those services. In addition to providing the information needed to meet OJP’s performance data reporting requirements, the performance measure data is used by CFC to monitor implementation and inform efforts to improve program quality. Based on the protocols established during the planning period, PPA worked with CFC to develop a regular process for extracting and summarizing the case-level data to allow ongoing monitoring of progress on key performance measures. In addition to the program-specific data, PPA is also collecting relevant community-level data, including juvenile arrests, diversions, secure placements, and other measures of the program’s impact on the broader target population.
