The Second Chance Adult Reentry Project, operated by Volunteers of America Los Angeles (VOALA), provides evidence-based and culturally specific case management, mentoring, and comprehensive transitional services to medium-to-high risk offenders being released from LA County Jails, with a focus on serving those who are homeless. PPA is partnering with VOALA to plan and implement a rigorous evaluation to assess the project’s outcomes, monitor implementation, and ensure continuous quality improvement. PPA is conducting the implementation evaluation using the program’s administrative records data, as well as primary data from interviews conducted by PPA staff. The outcomes evaluation will use a quasi-experimental design to assess the impact of program participation on reducing re-arrest rates.
