Ensuring Children are Treated Safely and Fairly within Michigan’s Juvenile Justice System

Clients: Michigan Department of Health and Human Services. Policy Areas: Criminal and Juvenile Justice.

The federal Juvenile Justice and Delinquency Prevention Act (JJDPA) is designed to help state and local governments prevent and control juvenile delinquency and improve the juvenile justice system. In doing so, the JJDPA establishes core requirements to protect juveniles, who come in contact with the justice system, from inappropriate placements and potentially harmful exposure to adult inmates. PPA is under contract with the Michigan Public Health Institute to develop and implement the state’s strategy for maintaining compliance with the JJDPA’s core requirements on behalf of the Michigan Department of Health and Human Services. Guidance and oversight of the state’s compliance monitoring efforts is provided by the Michigan Committee on Juvenile Justice.

Results: PPA’s compliance monitoring and technical assistance efforts have been instrumental in allowing Michigan to demonstrate compliance with the JJDPA’s core requirements since 2007. As a result, the state has remained eligible to draw down the full allocation of federal funding to support juvenile justice oversight, prevention, and intervention activities in Michigan.
