For the National Education Association’s (NEA) Education Policy and Practice (EPP) and Research Departments , PPA examined the magnitude of the digital divide for K-12 students at a national and state-by-state level. Using American Community Survey (ACS) 2018 county-level data, including basic demographic breakdowns, PPA produced state-level summaries and an overall summary report. PPA also assessed both computer and broadband internet access for teachers as individuals.
