To aid MSHDA in developing its plan to respond to and promote recovery from COVID-19 effects on housing in the state, PPA designed an approach that drew on existing information, partner organization voices, and expert insights. PPA collected and reviewed a variety of documents from state task forces, associations, government agencies, and others to identify how COVID-19 was affecting housing and responses being tried in Michigan and elsewhere. In addition, PPA interviewed six stakeholder group representatives and spoke with 30 organizational partner representatives from real estate, property management, homeless services, finance, and others across the state in three roundtables. PPA then assembled the key challenges and suggested actions for MSHDA director consideration. The final plan delivered by PPA contained over 30 immediate, medium-term, and long-term actions for implementation.
