CEO Council Inc. of Kalamazoo retained PPA, in collaboration with Resource Recycling Systems, Inc., to develop a recycling market-development plan for the Southwest Michigan region. This project was unique in that it marked a systematic attempt to adapt existing resources to a new problem. While traditional economic-development organizations assist businesses that are starting up or expanding, the capacity of these programs to address the needs of recycling-based businesses is much less developed. Research in this project included an assessment of the regional economy as well as the agencies active in local economic development. Additional research focused on technology and financial issues in an effort to determine where new market opportunities may lie. Specific methodologies used included a survey, focus groups, and a literature review. The findings were used to design a strategy to increase the vitality of the market for waste products in the region. |
